A typical Malay polity during the protohistoric period was three-tiered.

The best information on the organization of early Malaysian political structures comes from traditional sources such as the Sejarah Melayu (Malay Annals), and inferences drawn from analogy with the period of early European contact. Early Malay polities were probably neither highly centralized nor autocratic. Rulers enjoyed great prestige, but had no organized bureaucracy to implement detailed regulations governing daily life. Rulers functioned more as reference points for rituals combining sacred and civil characteristics, and for exchange networks.
