Rural and regional development
Historically, different patterns of development in the states have resulted in an unequal distribution of income, amenities and opportunities. Poverty was a serious social problem in the early 1970s when more than half of the population resided in rural areas and more than 60 per cent of that rural population were considered poor. The government embarked on various development strategies, emphasizing the provision of physical infrastructure and social, as well as human development.
