Health and education
Two factors significantly affect the quality and productivity of human resources: health and education. While an educated and trainable workforce has enabled Malaysia to attract foreign direct investment and undertake major industrialization programmes, high-tech industrialization has required changes in the curriculum, notably the added emphasis on science, technology and technical skills. Health and education were the domains of the public sector until the 1990s when the private sector began playing an increasingly active role.
