Banking and insurance The early foreign dominance of the financial sector has been offset by the growth of local banks and the establishment of key regulatory institutions. The introduction of Islamic banking in 1983 and the Labuan International Offshore Financial Centre in 1990 added further depth and diversity to the industry. The 1990s and 2000s, however, presented major challenges, among them the Asian financial crisis and the liberalization of the financial sector within the context of World Trade Organization agreements.
