According to the third and fourth rukun Islam, or pillars of Islam it is obligatory for a Muslim to pay zakat(poor tax) and to fast. Muslims pay a share of their accumulated wealth as zakat. This is collected and distributed by the state religious departments; distribution is to the poor and needy. With certain limited exceptions, Muslims fast from dawn until sunset each day during the month of Ramadhan. This collective experience culminates with the celebration of Hari Raya Aidilfitri.
